U.S. and China Agree: AI Won’t Decide Nuclear Weapons Use

President Joe Biden and Chinese President Xi Jinping reached their first agreement to prevent artificial intelligence (AI) from making decisions regarding the use of nuclear weapons during their meeting on the sidelines of the 2024 APEC Summit in Peru. Both leaders emphasized that such decisions must remain in human hands and called for the cautious and responsible development of AI in military applications.

This marks the first step in dialogue between the United States and China on nuclear weapons and AI, although it remains unclear whether it will lead to further actions. Previously, the two countries resumed formal nuclear negotiations but have faced ongoing deadlock.

China adheres to a "minimum deterrence" doctrine with a "no first use" policy on nuclear weapons, while the United States recently updated its nuclear strategy, clarifying that it does not target any specific nation or threat.
